ODM’s 50-50 Demand Puts Ruto Talks to Test as Raila’s Absence Deepens Party Rift

The Orange Democratic Movement (ODM) has entered a critical stage of its 2027 political strategy, pushing for a 50-50 power-sharing formula with President William Ruto’s United Democratic Alliance (UDA) while navigating severe internal division.

Led by Dr. Oburu Oginga, ODM has insisted that any formal pre-election agreement for 2027 must guarantee equal partnership. The demand spans government appointments, cabinet portfolios, legislative leadership, and even negotiations over the presidency itself.

However, translating this ambitious stance into a binding coalition deal presents a formidable challenge, particularly in the absence of long-time party leader Raila Odinga.

Raila’s passing in October 2025 removed ODM’s primary unifying force and seasoned political negotiator. While Oburu has taken the helm, maintaining institutional strength and electoral leverage without Raila’s personal authority has proved difficult.

Crucial points of friction persist in negotiations, including electoral zoning—which ODM supports but UDA continues to resist.

Compounding the party’s strategic dilemma is an escalating leadership rift. The removal of Nairobi Senator Edwin Sifuna from his position as Secretary-General, alongside the emergence of the critical “Linda Mwananchi” faction, has exposed deep fractures between members advocating closer alignment with Ruto and those warning against eroding ODM’s identity.

Following several legal challenges at the Political Parties Disputes Tribunal, Sifuna’s removal was ultimately upheld, yet the political damage remains evident.

As joint technical committees work on a power-sharing framework and a combined manifesto, ODM faces a decisive test. To secure a meaningful partnership rather than acting as a junior partner, the party must reconcile its internal factions, preserve voter trust, and demonstrate that its support can deliver a disciplined coalition in 2027.
