Village Elders Hit the Jackpot After Ruto Announces Monthly Pay and Smartphones

Village elders across Kenya are set to receive a major boost after President William Ruto unveiled a new government package aimed at improving their welfare and strengthening grassroots administration.

The announcement, made during an engagement with village elders, marks one of the most significant efforts by the government to formally recognize the role played by the community leaders in maintaining peace, resolving disputes, mobilizing residents and supporting government programmes at the village level.

Under the new initiative, every registered village elder will receive a monthly stipend of Ksh3,000. In addition, they will be issued with smartphones to improve communication with government agencies and facilitate the digital reporting of issues affecting their communities.

The President also announced that all village elders will be enrolled under the Social Health Authority (SHA), ensuring they have access to healthcare services without facing the financial burden of medical expenses.

Ruto said the package is intended to appreciate the sacrifices made by village elders, many of whom have served their communities for years without formal remuneration despite carrying out critical public service responsibilities.

According to the President, village elders are the first point of contact between citizens and the government, making them indispensable in the implementation of national development programmes and the promotion of peace and cohesion.

The smartphones, he said, will enhance communication, improve emergency response, and enable elders to submit reports more efficiently while staying connected with administrators at the sub-county and county levels.

The Head of State noted that the government is committed to digitizing public service delivery and ensuring that even the most remote villages are integrated into the country’s digital transformation agenda.

The inclusion of village elders in the SHA programme is expected to improve their access to quality healthcare while cushioning them against the high cost of treatment. The government believes the move will not only improve their welfare but also motivate them to continue serving their communities effectively.

The announcement received a warm reception from village elders, who described the package as long overdue. Many said the monthly stipend would help ease the financial challenges they face while carrying out their duties, while the provision of smartphones would make communication faster and more efficient.

The latest measures form part of the Kenya Kwanza administration’s broader agenda of strengthening grassroots governance, improving public service delivery and recognizing community leaders who play a vital role in connecting citizens with government institutions.

With the introduction of the stipend, digital tools and health insurance, the government hopes to empower village elders to deliver services more effectively while enhancing community participation in national development initiatives.
