Former Deputy President Rigathi Gachagua has launched a sharp criticism of the government’s proposed Budget Estimates and Finance Bill for the 2026/27 financial year, arguing that the plans fail to reflect the aspirations and expectations of ordinary Kenyans.

In a strongly worded statement, Gachagua said that successful nations are built on strategic leadership, purposeful economic planning, ethical governance, industrial growth and a shared national vision.

He argued that these pillars are essential for sustainable development and long-term prosperity.

Great nations and great economies are built through strategic and visionary leadership, intentional production, ethical and disciplined leadership, institutional stability, industrialization and a collective national purpose,” Gachagua said.

According to the former deputy president, countries that neglect these principles often struggle with economic stagnation, social instability, and declining public confidence in government institutions.

His remarks come as the National Treasury prepares to implement budgetary and tax proposals aimed at financing government programmes while addressing growing fiscal pressures.

However, the proposals have already sparked debate among political leaders, business groups, and sections of the public over their potential impact on households and businesses.

Gachagua claimed that the Budget Estimates and Finance Bill 2026/27 do not adequately address the concerns facing Kenyans, including the rising cost of living, unemployment and the need for stronger support for local production and manufacturing.

“The Budget Estimates and Finance Bill 2026/07 do not reflect the will and aspirations of the people of Kenya,” he stated.

The former deputy president suggested that economic policies should prioritize wealth creation, industrialization, job opportunities for young people and support for key sectors such as agriculture and small businesses.

He argued that economic growth can only be achieved when government policies are aligned with the needs of citizens and driven by a clear national development agenda.

His comments are likely to fuel political debate around the budget process, particularly as opposition leaders and critics of the administration continue to scrutinize government spending plans and proposed tax measures.

Supporters of the government, however, maintain that the budget is designed to strengthen economic recovery, improve public service delivery and support critical infrastructure projects while maintaining fiscal discipline.

As Parliament prepares to consider the Finance Bill and Budget Estimates, stakeholders from various sectors are expected to submit their views before the proposals are finalized.

The discussions are expected to shape the country’s economic direction for the coming financial year and determine how government resources will be allocated across key sectors.

The latest criticism from Gachagua adds another dimension to the ongoing national conversation on taxation, economic management, and Kenya’s development priorities.
