Cleo Malalah Exposes Rot in Kakamega County Governance Under Governor Barasa
KAKAMEGA, Kenya — Former Kakamega Senator Cleophas Malalah has launched a scathing attack on Governor Fernandes Barasa’s administration, accusing the county executive of severe leadership failure, gross neglect, and misplaced priorities.
Calling attention to the dire infrastructural breakdown at St. Kizito Shianjetso Primary School’s Early Childhood Development (ECD) Centre in Idakho South Ward, Ikolomani Sub-County, Malalah painted a grim picture of public basic education facilities in the county.
According to Malalah, the institution’s primary ECD block lost its entire roof to a storm seven months ago. Despite the passage of time, county authorities have failed to perform even basic repairs, leaving young learners exposed to harsh weather conditions.
“The roof was blown off in February this year. Seven months later, nothing has been done,” Malalah stated. “Our little children have been left without a proper place to learn, exposed to the elements and forced to bear the consequences of a problem that should have been addressed as a matter of urgency.”
Beyond roof repairs, Malalah highlighted severe sanitation challenges at the school. He revealed that the entire institution relies on a single block of latrines shared between the ECD pupils and the primary school students. This overcrowding has led to severe queuing, undermining the children’s privacy, health, and dignity.
Worse still, Malalah warned of a potential safety hazard involving the staff facilities. The teachers’ latrine block is reportedly structurally compromised and on the verge of collapsing, posing an imminent danger to school staff and students alike.

“Must we wait for a tragedy before someone takes action?” Malalah asked, calling the situation an unacceptable safety threat.
Critiquing the county’s spending decisions, Malalah questioned how Governor Barasa’s administration continuously finds public resources to finance political hirelings, social media bloggers, and extravagant public entourages while basic educational infrastructure lies abandoned.
“This is not development. This is neglect,” Malalah declared. “Barasa must tell the people of Idakho South: why has this basic problem been allowed to persist for seven months? Where does Barasa get money for goons, bloggers, and funeral trumpet blowers and fail to get the same money to fix such ECD centers?”
Malalah challenged local leadership, specifically targeting Idakho South Member of County Assembly (MCA) Hon. Stephene Mukala, urging him to step up and hold the county executive accountable. He stressed that oversight bodies must demand immediate remedial action rather than remaining silent while children suffer.
“The people elected you to speak for them. This is one of those moments when your voice must be heard,” Malalah urged Mukala. “Demand answers. Demand action. Demand that the children of Shianjetso are given the dignity they deserve.”
The former senator reiterated that his campaign is driven purely by child welfare and basic human dignity rather than petty politics. The exposes have sparked widespread uproar across Kakamega County, fueling public demands under the viral hashtags #FixShianjetso and #OurChildrenDeserveBetter for Governor Barasa to urgently allocate emergency repair fund.
