MOSCOW — The United States Embassy in Moscow issued an urgent security warning to Russian authorities regarding a potential terror plot aimed at causing a “mass casualty event” in the capital.
The alert, published on Saturday, explicitly identified the landmark Tsaritsyno Museum Reserve as the intended target. American nationals were advised to immediately avoid the popular 18th-century imperial estate and stay clear of large public gatherings across Moscow.
“The U.S. Embassy in Moscow is aware of a credible threat of a mass casualty event TODAY October 31, at the Tsaritsyno Museum Reserve,” the official notice read, adding that U.S. officials were actively coordinating their response with Russian counterparts.
Russia’s Federal Security Service (FSB) confirmed receipt of the warning through established bilateral intelligence channels. Following the notice, Russian police and emergency personnel evacuated visitors and staff mid-concert, securing the perimeter with approximately 50 armed officers and closing the site citing “technical reasons.”
Musician Lilia Pechenkina recalled public address sirens sounding over the estate grounds just as her performance ended. Neither U.S. nor Russian officials disclosed the specific group, cell, or operational motives behind the alleged plot.
The rare intelligence-sharing mirrors a similar warning sent prior to the March 2024 Crocus City Hall attack. It also comes amid shifting diplomatic dynamics following U.S. President Donald Trump’s announcement of a major Russian diesel supply agreement, despite pushback over Moscow’s actions in Ukraine.
The security crisis unfolds just days before scheduled trilateral peace negotiations involving the U.S., Russia, and Ukraine in Abu Dhabi. Meanwhile, Kyiv continues to face severe operational pressures, including recent temporary disruptions to U.S. satellite intelligence feeds and Starlink connectivity.
