A fiery exchange has erupted in national political discourse regarding the operational status of the Social Health Authority (SHA) and the overall state of healthcare provision in the country.
The clash pits legislative oversight against county governance responsibilities, highlighting persistent friction within the devolved health sector.
Homabay Senator Moses Kajwang kicked off the sharp critique, openly questioning official assertions from President William Ruto that the newly implemented Social Health Authority framework is working seamlessly.
Kajwang pointed out the glaring contradiction on the ground, noting that ongoing strikes by nurses have left public health facilities largely unmanned. He argued that claims of a functional healthcare delivery system ring hollow when ordinary citizens are unable to access basic nursing care in public hospitals nationwide.
Responding to the criticism, Kileleshwa Member of County Assembly Robert Alai pivoted the focus back to county leadership and parliamentary oversight duties.
Alai emphasized that healthcare remains a fully devolved function under the constitution, placing direct management of health workers and hospital operations in the hands of county executive leadership.
He challenged the Senate to hold governors accountable for failing to resolve labor grievances, maintain adequate staffing levels, and prevent recurring industrial action in county medical facilities.
The dispute underscores a broader systematic challenge facing the country’s public healthcare architecture. While the national government continues to roll out national health insurance reforms through SHA, operational disruptions caused by labor disputes at the county level continue to stall service delivery.
