Fresh Storm at IEBC as Martha Karua Questions Sunkuli’s Appointment

People’s Liberation Party (PLP) leader Martha Karua has questioned the decision by the Independent Electoral and Boundaries Commission (IEBC) to appoint Moses Sunkuli as its acting Chief Executive Officer.

She argued that the move raises serious concerns about procedure, transparency and institutional integrity at the electoral body.

Karua said the appointment appeared to have been made without adequate public explanation, at a time when the commission is still rebuilding credibility following past electoral disputes.

She warned that any perception of irregularity, however small, could undermine public confidence in future electoral processes.

Karua questioned whether the IEBC had fully complied with constitutional and statutory requirements governing senior appointments, including internal consultations and clear communication to stakeholders.

She noted that the role of the CEO and Commission Secretary is critical to the administration of elections, procurement, staffing and coordination with other state agencies.

The IEBC must be seen to act strictly within the law and established procedures. Kenyans deserve full transparency, especially in matters touching on elections,” Karua said, adding that silence or vague explanations only fuel suspicion and speculation.

The PLP leader further called on the commission to publicly clarify the circumstances under which Sunkuli was appointed, the duration of his acting tenure, and whether the decision was unanimous among commissioners.

She also urged Parliament and relevant oversight bodies to pay close attention to developments at the IEBC.

Sunkuli’s appointment was announced earlier this week, with the commission saying he would serve in an acting capacity as it undertakes internal administrative processes.

The IEBC did not immediately respond to Karua’s concerns, but sources within the commission have previously maintained that the appointment was lawful and aimed at ensuring continuity of operations.

Political analysts say Karua’s remarks reflect broader anxieties within the opposition and civil society about governance at the electoral body ahead of future polls.

They argue that transparency in appointments is essential to restoring trust after years of contested elections and leadership wrangles.

Karua, a former member of Parliament and seasoned constitutional lawyer, has been vocal on issues of electoral reform and rule of law.

She reiterated that her concerns were not personal but institutional, insisting that strong, credible institutions are the foundation of democratic stability.

As debate over the appointment continues, attention is likely to focus on how the IEBC responds and whether it provides detailed justification to reassure the public.

With elections in Kenya, even interim decisions at the commission are scrutinised closely.
