NAIROBI, Kenya — The controversial death of Technical University student and youth mobilizer Cecil Ouma (previously identified as Cecil Otieno) has ignited widespread public outrage online.
The tragedy followed a tense standoff at a town hall meeting in Kariokor involving Youth Affairs Principal Secretary (PS) Fikirini Jacobs and his security detail.
A video circulating widely on social media captures the chaotic moments leading up to the fatality. The footage shows a crowd of agitated youths surrounding and overpowering the security detail assigned to PS Fikirini Jacobs.
Several individuals can be seen forcefully hanging onto the doors and positioning themselves on the vehicle carrying the Principal Secretary. Armed police officers are filmed struggling to push back the surge and disperse the crowd as the vehicle attempts to navigate through the gridlock.

According to witnesses, the altercation began over the distribution of a KSh 10,000 facilitation fee, which the youths rejected as insufficient.
Ouma, 28, who had been actively mobilizing the youth group for the PS’s address, reportedly approached the official vehicle to return the money. Shortly thereafter, gunshots were heard along Park Road. Ouma was discovered dead nearby with multiple gunshot wounds to his chest and arm.
The incident has drawn severe condemnation across Kenya, with many demanding accountability. Former Law Society of Kenya (LSK) President Nelson Havi and various university student leaders are leading calls for PS Fikirini Jacobs to resign immediately.
They argue that his resignation is necessary to ensure an independent and uncompromised investigation by the Directorate of Criminal Investigations (DCI) and the Independent Policing Oversight Authority (IPOA).
Detectives have since disarmed two of the PS’s bodyguards and confiscated their firearms for ballistic analysis as investigations intensify to determine who fired the fatal shots.
