Kenya has taken a major step towards securing its economic future after President William Ruto assented to the Sovereign Wealth Fund Bill, 2026, establishing a legal framework for managing and preserving wealth generated from the country’s natural resources.
The new law is expected to transform how Kenya utilizes revenue from petroleum and other natural resource sectors by ensuring that a significant portion of the proceeds is invested and safeguarded for both current and future generations.
Speaking during the signing ceremony, President Ruto described the legislation as a historic milestone that will strengthen the country’s economic resilience while promoting sustainable development.
He noted that the Sovereign Wealth Fund is designed to ensure Kenya’s natural resources become a lasting source of prosperity instead of being consumed without long-term planning.
The law establishes three key investment windows that will guide the management of the country’s resource revenues.
The first is the Stabilisation Fund, which will act as a financial cushion during periods of economic shocks, helping the government maintain essential services and stabilize the economy in times of declining revenues or global financial uncertainty.

The second is the Strategic Investment Window, which will finance transformative national development projects.
The government says this fund will reduce reliance on foreign borrowing and donor support by providing locally generated financing for strategic infrastructure and economic investments.
Perhaps the most significant component is the Urithi Fund, which will receive 30 percent of revenue earned from petroleum and other natural resources.
The fund is specifically designed to preserve wealth for future generations, ensuring that Kenyans yet to be born also benefit from the country’s finite natural resources.
Government officials have hailed the legislation as one of the country’s most important economic reforms, arguing that it places Kenya among nations that have adopted prudent mechanisms for managing resource wealth.
They believe the framework will encourage fiscal discipline, promote transparency, and protect the economy from the volatility often associated with natural resource revenues.
Economists have long argued that sovereign wealth funds can help countries avoid the resource curse, where nations rich in natural resources fail to translate those assets into sustainable economic growth.
Instead, properly managed funds create long-term savings, stabilize government finances, and support strategic investments.
The enactment of the Sovereign Wealth Fund Bill marks the beginning of a new chapter in Kenya’s economic planning.
