Malalah Accuses Governor Barasa of Funds Misappropriation, Warns Against Political Intimidation
KAKAMEGA, Kenya — Former Kakamega County Senator and current Democracy for the Citizens Party (DCP) Deputy Party Leader, Honorable Cleophas Malalah, has launched a blistering attack against Kakamega Governor His Excellency Fernandes Barasa, accusing his administration of massive public resource looting disguised as community empowerment schemes.
Speaking at his home in Makunga, Kakamega County, while hosting party delegates and aspirants from Mumias East, Mumias West, Matungu, and Butere sub-counties, Malalah alleged that the county executive is inflating administrative expenses to siphon public funds.
According to the former lawmaker, Governor Barasa’s administration spent upwards of Ksh 120 million on logistics and political rallies under the guise of distributing Ksh 60 million in social protection grants to local community groups.
Malalah described the exercise as a blatant scheme to misappropriate taxpayer money and urged the county boss to remain in his office and wire funds directly to beneficiaries’ bank accounts, thereby saving millions lost in unnecessary event planning and roadshows.

“It makes no economic sense to spend Ksh 120 million on logistics and public relations just to give out Ksh 60 million to vulnerable groups,” Malalah stated.
“This is open looting of public resources. If the administration is sincere about empowering our youth, women, and elders, the governor should sit in his office, utilize direct electronic bank transfers, and cut out the wasteful expenditure on rallies.”
In addition to financial impropriety, Malalah turned his attention to political violence and voter intimidation, warning Governor Barasa over his alleged reliance on hired security details and goons. Malalah accused the governor of dispatching organized groups to assault and silence political opponents, particularly residents and activists chanting the “One Term” slogan against Barasa’s administration.
The DCP Deputy Party Leader vowed to confront the regional administration head-on, placing all perpetrators of political violence on notice and urging them to retreat before facing full legal and political accountability.
“We will not allow Kakamega County to be turned into an arena of political violence and state-sponsored intimidation,” Malalah warned. “The goons being used to suppress democratic voices must step back immediately. We are ready to stand firm and protect the rights of our people.”
Taking the opportunity to pitch his vision for Kakamega County, Malalah called on local residents to elect him as governor in the upcoming 2027 General Election. He promised an era of transformative leadership, transparent resource allocation, and tangible economic development across all sub-counties.
The meeting concluded with attending delegates and political aspirants from Mumias, Matungu, and Butere reaffirming their commitment to the DCP Party line. The delegates pledged to spread the “One Term” campaign message across their respective electoral wards until the current county leadership is voted out of office.
