Malala Fires Fresh Broadside at Governor Barasa Amid Legal Battle Over Viral Deepfake Video
NAIROBI, Kenya — The political duel between Kakamega Governor Fernandes Barasa and former Senator Cleophas Malala has escalated to a fever pitch.
Just hours after Governor Barasa initiated legal proceedings against Malala over an alleged viral deepfake video, the vocal politician fired back with a detailed demand for public accountability regarding millions of shillings in county funds.
In a public address addressed directly to the county chief, Malala challenged Governor Barasa to present clear, documented evidence when appearing before the Senate Public Accounts Committee.
The confrontation comes amidst a sharp legal fallout after the Kakamega County Executive filed a formal complaint at Kakamega Central Police Station, accusing Malala and his allies of orchestrating a defamatory campaign using artificial intelligence–manipulated imagery.
Unshaken by the impending legal action, Malala shifted the spotlight back to county governance, raising four critical financial and infrastructural queries that he insists Kakamega residents deserve answered immediately.

Four-Point Demand for Accountability
At the core of Malala’s broadside are heavy allegations surrounding key developmental programs in Kakamega County:
- ECDE Milk Feeding Programme: Malala questioned the whereabouts of approximately KSh 366 million allocated per financial year for the Early Childhood Development Education (ECDE) school milk program, alleging that learners are not receiving the benefit despite the budget allocations.
- ECDE Teachers’ Remuneration: The former senator highlighted grievances among diploma-holding ECDE teachers who are allegedly placed in job groups lower than their academic qualifications warrant, creating an estimated monthly salary shortfall of KSh 10,000 per teacher.
- Ward-Based Roads Programme: Raising concerns over infrastructure, Malala pointed out that despite KSh 600 million being earmarked—representing KSh 10 million for each of the 60 wards in the 2025/2026 budget—not a single kilometer of road has been completed.
- Public Works Equipment: Questions were also raised over a KSh 150 million budget allocated during the First Supplementary Budget for FY 2025/2026 intended for public works and road maintenance equipment, with Malala claiming no machinery has been procured to date.
“Accountability Is Not Optional”
Closing his address with strong biblical references and addressing Senate Public Accounts Committee member Dr. Boni Khalwale, Malala emphasized that county leadership must operate on transparency rather than empty rhetoric.
“These are public resources. Kakamega residents are entitled to know what was budgeted, what was spent, and what services were delivered,” Malala stated, insisting that all responses before the Senate panel must be backed by verifiable financial records and clear timelines.
The political feud underscores deepening tensions in Kakamega County, where political rivalry has increasingly spilled into both the courtroom and parliamentary oversight chambers. With Governor Barasa scheduled to face the Senate panel, all eyes now turn to the proceedings to see if the county executive will produce the documentation demanded to clear his administration’s name.
