National Treasury Cabinet Secretary John Mbadi led Parliament in a solemn moment of reflection on Thursday as he paid tribute to the late Raila Odinga while presenting the 2026/2027 national budget.
In an emotional address before unveiling the government’s KSh 4.8 trillion spending plan, Mbadi acknowledged Raila’s enduring contribution to Kenya’s political and economic development, describing him as a patriot, national hero and champion of justice.
“This is the first budget since the passing of the late Raila Odinga, who is fondly remembered as a patriot and national hero and who championed economic justice, democracy, and equal opportunity for all Kenyans,” Mbadi told lawmakers.
The Treasury CS noted that Raila’s influence transcended politics, saying his decades long struggle for democratic reforms, social justice, and inclusive economic growth had left a lasting mark on the nation.
“In honour of his immense contribution to our country, I would politely request and invite members of this House to observe a moment of silence,” Mbadi said.
Members of Parliament rose from their seats as silence descended on the chamber, creating one of the most poignant moments of the budget session.

The tribute came amid heightened emotions as Kenya continues to reflect on Raila’s legacy and impact on national affairs.
Raila, one of the country’s most influential political figures, spent decades at the forefront of Kenya’s democratic journey.
Throughout his career, he advocated for constitutional reforms, devolution, social equity and policies aimed at addressing economic inequalities.
Mbadi’s remarks highlighted Raila’s commitment to creating opportunities for all Kenyans regardless of their social or economic background.
The Treasury CS emphasized that many of the ideals championed by the late statesman including economic inclusion, accountability, and equitable development remain central to the country’s aspirations.
The tribute set a reflective tone before Mbadi proceeded to outline the government’s priorities for the upcoming financial year.
The 2026/2027 budget focuses on economic growth, job creation, infrastructure development, education, healthcare and support for vulnerable populations.
Political leaders across the divide have continued to recognize Raila’s contribution to nation building since his passing, with many describing him as one of the architects of modern Kenya’s democratic space.
As Parliament resumed business following the moment of silence, lawmakers were reminded of the role Raila played in shaping the country’s political and economic discourse.
The brief but powerful tribute underscored the significance of his legacy and the impact he leaves behind on generations of Kenyans.
For many observers, the moment served as a fitting recognition of a leader whose influence on Kenya’s democracy and pursuit of economic justice will continue to be felt for years to come.
