Lumakanda OCS Charged with Defilement of 14-Year-Old Girl
LUGARI, KENYA — The Officer Commanding Station (OCS) of Lumakanda Police Station has officially been charged in court over the alleged defilement of a 14-year-old girl in Lugari Sub-County, Kakamega County.
The senior police officer appeared before Senior Resident Magistrate Hon. Dorcas Mac’andere, where he faced multiple counts under the Sexual Offences Act No. 3 of 2006.
According to the charge sheet presented in court, the accused faces a primary charge of defilement contrary to Section 8(1) as read with Section 8(3) of the Sexual Offences Act.
He also faces an alternative charge of committing an indecent act with a child contrary to Section 11(1), along with a third count of abuse of a position of authority contrary to Section 24(2) of the same Act.

The prosecution informed the court that the criminal acts allegedly took place between September 24 and September 27, 2026, targeting the minor within the officer’s jurisdiction.
Prosecution Counsels Ian Makotsi and Prudence Lelei, representing the Director of Public Prosecutions (DPP), strongly opposed the accused officer’s release on bail or bond.
In their submissions, the prosecution argued that the offences committed are grave in nature, emphasizing the severe weight of the allegations and the potential risk of interfering with the ongoing investigation and witnesses, given the accused’s influential status as a station commander.
Given the gravity of the accusations and the strength of the prosecution’s opposition, Hon. Mac’andere ordered that the officer remain in custody. The accused was remanded until October 1, 2026, when the court is expected to deliver its ruling on the bail and bond terms.
The case has drawn significant public attention across Kakamega County and beyond, highlighting ongoing scrutiny regarding the accountability of law enforcement officers entrusted with safeguarding vulnerable citizens. Further developments on the bail application are expected when the court reconvenes.
