The government has taken a decisive step to strengthen the resilience of pastoralist communities by partnering with the Kenya Agricultural and Livestock Research Organization (KALRO) to establish strategic animal feed reserves across arid and semi-arid lands (ASALs).
The initiative comes against the backdrop of recurrent droughts that have devastated livestock dependent livelihoods, wiped out household incomes and forced thousands of families to rely on emergency food aid.
By setting up structured feed reserves, the government hopes to ensure that herders have access to reliable and affordable animal feed during prolonged dry spells, reducing massive livestock losses.
Under the partnership, KALRO will provide scientific expertise in the production, conservation and storage of drought tolerant fodder varieties, including hay, silage and range grasses suited to harsh climatic conditions.
The reserves will be strategically located in key pastoral counties to allow timely access during emergencies.
Agriculture officials say the programme marks a shift from reactive drought responses to a more sustainable, preparedness based approach.
Instead of waiting for droughts to trigger crises, the government intends to stockpile feed during periods of surplus and distribute it when pasture and water resources decline.

Pastoralist leaders have welcomed the move, noting that lack of feed has historically been one of the biggest drivers of livestock deaths during droughts.
They argue that predictable access to animal feed will help stabilize herds, protect household wealth and reduce conflicts over scarce grazing resources.
KALRO scientists involved in the project say the feed reserves will also serve as learning hubs where communities can be trained on fodder production, conservation techniques and rangeland management.
This is expected to empower herders to gradually adopt feed storage practices at the household and community levels.
The initiative aligns with the government’s broader climate adaptation and food security agenda, which seeks to protect vulnerable populations from the growing impacts of climate change.
According to officials, the feed reserves will complement other interventions such as water harvesting, livestock insurance and early warning systems.
