Principal Secretary for Immigration and Citizen Services, Belio Kipsang, has called on chiefs and their deputies across the country to take a more active role in informing wananchi about government projects and development programmes being rolled out at the grassroots level.
Kipsang spoke during a forum with national government administrators. He said chiefs occupy a unique position in the public service structure. They have a strategic role. They are best placed to bridge the information gap between the national government and local communities.
He noted that many government initiatives fail to gain public support. Citizens are not adequately informed about their purpose. They lack information about the benefits or progress.
The PS emphasized that chiefs should go beyond their traditional administrative duties. Chiefs should become key ambassadors of government policy and development.
He urged them to use public barazas, community meetings, and local forums. These platforms would help explain ongoing projects. They are also essential to clarify misconceptions and address concerns raised by residents.
Kipsang observed that misinformation and political propaganda often thrive in areas where official communication is weak. This leads to mistrust and resistance to government programmes.
He said proactive engagement by chiefs would help counter false narratives. This engagement would ensure citizens understand how various projects impact their lives.
These projects include infrastructure development, digital registration services, social protection programmes, and economic empowerment initiatives.
He further highlighted the importance of collaboration between national government administrators and other agencies, including county governments, to ensure consistent and accurate messaging.

According to Kipsang, coordinated communication would improve service delivery and enhance accountability in project implementation.
The PS also challenged chiefs to familiarize themselves with flagship government programmes under the current administration so they can respond confidently to questions from the public.
He noted that informed administrators inspire confidence and reinforce the credibility of government institutions at the local level.
Kipsang reiterated the government’s commitment to inclusive development, saying effective communication is a critical pillar in ensuring no community is left behind.
He assured chiefs of continued support from the Ministry of Interior and National Administration, including capacity building initiatives aimed at strengthening grassroots governance.
The call comes amid increased emphasis by the government on citizen engagement and transparency as it accelerates the implementation of development projects across the country.
