Ministry of Health Unveils Bold Plan to Transform Primary Healthcare Across Kenya

The Ministry of Health, in partnership with PharmAccess, is set to launch the Kenya Quality Model for Health Plus (KQMH PLUS) next week.

This will mark a significant milestone in the country’s efforts to strengthen the quality of care at the primary healthcare level.

The new model builds on earlier quality improvement initiatives. It is designed to support the delivery of safe, effective, and patient-centred services across public and private health facilities.

KQMH PLUS is an enhanced framework aimed at improving how primary healthcare facilities operate. It focuses on governance, clinical quality, and patient experience. Additionally, it emphasizes the use of data for decision making.

The model introduces structured standards and continuous assessment mechanisms. It seeks to ensure that healthcare services meet nationally agreed benchmarks. Simultaneously, it remains responsive to local community needs.

According to the Ministry of Health, the initiative aligns with Kenya’s broader health sector reforms under Universal Health Coverage (UHC).

Primary healthcare facilities are the first point of contact for most Kenyans. They are critical to improving health outcomes. They also reduce the burden on higher-level hospitals.

Strengthening quality at this level is expected to enhance early diagnosis, improve treatment outcomes and increase public confidence in the healthcare system.

Facilities will be encouraged to adopt a culture of continuous learning, with quality improvement embedded into daily service delivery rather than treated as a one off exercise.

The rollout is expected to begin with selected pilot counties before scaling up nationwide.

Stakeholders, including county governments, health workers, and development partners, have been urged to support the initiative to ensure its success.

As Kenya continues to prioritise accessible and high quality healthcare for all, the launch of KQMH PLUS signals a renewed commitment to strengthening primary healthcare as the foundation of a resilient and people-centred health system.
